The U.S. Department of Health and Human Services (HHS) has released its Artificial Intelligence Strategic Plan, aimed at promoting the safe and innovative use of AI to improve quality, efficiency, accessibility, equity, and outcomes in health and human services.

The plan outlines four major goals for AI development and adoption in healthcare, public health, and research:

  1. Driving Innovation and Adoption: Leveraging AI to improve lives through cutting-edge solutions.
  2. Fostering Ethical AI Development: Ensuring responsible use of AI to minimize harm.
  3. Democratizing AI Access: Making AI technologies and resources accessible to all.
  4. Building AI-Ready Workforces: Preparing organizations and individuals to safely implement AI-driven systems.

According to HHS officials, “Artificial intelligence will directly or indirectly affect every American’s experience with healthcare and human services. Therefore, its development and deployment must prioritize delivering real benefits for users.” AI

Key Benefits and Goals

The nearly 200-page document outlines potential advantages of AI in health and human services, including:

  • Accelerating scientific breakthroughs for improved quality and longevity of life.
  • Enhancing safety and efficacy of medical products through AI-driven innovation.
  • Improving clinical outcomes and healthcare delivery systems.
  • Addressing equity gaps and empowering underserved populations.
  • Anticipating and responding rapidly to public health threats.

HHS also plans to promote AI-ready data standards and encourage safe AI use in areas such as medical research and disease treatment. Programs like NIH’s Bridge2AI and ARPA-H’s TARGET are already advancing this mission.

Addressing Risks

HHS acknowledges the risks associated with AI in healthcare, including privacy concerns, bias, and biosecurity threats. To mitigate these, the agency will issue national guidelines, create collaborative sandboxes for testing, and develop AI risk assessment protocols to protect sensitive health data.

Promoting Equity and Collaboration

The strategic plan emphasizes equitable AI access, particularly for rural and underserved communities. Initiatives like NIH’s AIM-AHEAD consortium and standardized research data repositories aim to foster public-private partnerships and inclusive research collaborations.

HHS also plans to support workforce development through programs like NIH’s DATA National Service Scholar Program and apprenticeship opportunities, ensuring a robust pipeline of AI talent for the future.

Positive Reception

Early feedback has been encouraging. Organizations like Premier Inc. have praised the plan for its alignment with AI policy recommendations to enhance health equity, workforce capabilities, and supply chain resilience.

“Premier has long advocated for responsible AI frameworks that advance patient safety and innovation,” said Soumi Saha, Senior VP of Government Affairs. “We are particularly excited about the plan’s recognition of AI’s potential to revolutionize healthcare operations.”
